"He had no intention on surrendering peacefully," Chief Ferguson said today of Reginald Romero Bursey. Bursey was killed in the gunfire that happened February 17. The incident happened at Tulane Avenue and Elk Place, just blocks off of Canal Street.
Ferguson says it appears three of the five bystanders may have been hit by officers' bullets.
"We can't say definitely at this point, because it is an ongoing investigation," the chief said. "It is possible that three of those individuals may have been struck by bullets fired by our officers attempting to defend themselvs and others while being repeatedly fired at."
Ferguson said video evidence shows Bursey began firing within seconds of uniformed officers approaching him, and didn't stop until officers shot back at him.
