The video shows a a group of men pulling the bust out of the river, then carrying up the bank and loading it into the bed of a nearby pickup truck.
The city says it considers the bust to be stolen property, and is asking for its return. New Orleans Police arrested two people in its removal Saturday.
McDonogh was a shipping magnate, landlord, and slave owner in the early nineteenth century. After his death, he willed millions of dollars to the cities of New Orleans and Baltimore to build public schools. Several public schools in the New Orleans area still bear his name.
