The chief said the department will not only investigate the use of the anti-riot rounds, which the chief says was not authorized, but also why he was told that it didn't happen.

"Why wasn't I given that information on that night? There was a break down" of internal messaging, said Ferguson.

Ferguson said he doesn't want people to judge NOPD based on this incident.

"Do not let this one unfortunate incident, or encounter, define who we are or our relationship with our community," said Ferguson.

"Our trust has grown over the years," the chief said, noting the progress made over the last decade since entering into a consent decree with the U.S. Justice Department. "We are committed to constitutional policing at its fullest."
