City councilman, congressional candidate summoned to New Orleans court after heated exchange, report says

New Orleans City Councilman Jay Banks and Belden “Noonie Man” Batiste, a candidate for Louisiana's Second Congressional District, received summonses to New Orleans Municipal Court after an apparent disturbance last week, The Times-Picayune | New Orleans Advocate reports.

Batiste's account of the incident includes alleged threats by Banks and profanities uttered at Batiste's mother. Batiste and his attorneys sought a temporary restraining order against Banks. The matter is up for a hearing later this month.

Banks says he went to Batiste's home after his office received a call from Batiste about water service shut-offs. He said he was greeted with a barrage of profane yelling as soon as he got out of his car.

Banks said he is concerned about Batiste's mental health.
