The National Weather Service has issued a flash flood warning for New Orleans and Jefferson, Plaquemines, and St. Bernard Parishes.
The warning is in effect through 6:15 p.m.
"Doppler radar indicated thunderstorms producing heavy rain across the warned area. Between 2 and 4 inches of rain have fallen," forecasters warned with an additional 1 to 3 inches of rain possible.
The city of New Orleans lifted parking restrictions to allow drivers to park on neutral ground spaces to avoid deep water.
Drivers are asked not to block streetcar tracks.
