Analyst: Mayor has the edge in appointment authority fight

Who has the edge in the upcoming fight the mayor’s authority to make appointments without City Council oversight? Is it Council President Helena Moreno and Council VP JP Morrell, or Mayor Latoya Cantrell?

“The mayor has her bully pulpit, she can go out there and campaign against this, so you have to give the advantage to her,” UNO Political Science Professor Ed Chervenak told WWL’s Tommy Tucker. “The Mayor does topically have the advantage in relationship with the City Council, so she will have to make the argument that what this plan will basically do is bring city government to a halt.”


Cantrell formally opposed the ordinance, which if ultimately approved by the council would be put in front of voters in November. Council VP Morrell posted a rebuttal on twitter. You can read both arguments below.

Chervenak said it’s notable that the council leadership is spearheading the charge.

“We don’t know what the dynamics will be between the two branches of government now, but it appears that the council is going to be much more assertive in oversight of the Cantrell Administration,” said Chervenak.
