
The claim names the City of Buffalo, Police Commissioner Byron Lockwood, and the two officers, Ronald Ammerman and Michael Scheu, and it accuses the officers of excessive force.
"Here, our end result is we think these officers acted outside the scope of Article 35, which justifies the use of force by an officer during an arrest, as well as it violated Buffalo's use of force policy, as well as constitute an assault, and we believe there was also a perjury that was committed on the sworn to documents by the officers," said Ramos. "In the general rule on use of force, is that the use of force must be reasonable and can never be reckless."
Suttles, who suffered numerous injuries including a fractured scapula, orbital bone, and vision loss, was at the press conference, but Ramos spoke on his behalf.
