Come August 1st, who's responsible for collecting garbage and spraying the streets of what are infamously some of the most crowded and messy quarters in the United States?

As it stands, come Friday, unless the Louisiana Supreme Court rules on an injunction to invalidate Cantrell’s emergency declaration for the Henry Consulting contract, both companies will technically be responsible for sanitation services in the Vieux Carré.
And what happens if the trucks from IV Waste and a Henry Consulting subcontractor pull up on the same loaded dumpster at the exact same time? Again, a grey area, given there’s no clear delineation between who's responsible for what duties.
We also don’t know if the courts plan to step in prior to the “expiration” of IV Waste’s emergency on Thursday, an expiration that is essentially non-applicable, given the French Quarter Management District has made one thing very clear: They plan to proceed with IV Waste.
Jane Cooper, Chair of the FQMD, told WWL earlier today, "Our council and our board believe that there is not a legally-enforceable contract in place…We believe our vote is a solid vote for IV Waste to be the emergency sanitation vendor come August 1."
Louisiana Attorney General Liz Murril has also submitted an amicus curiae brief in support of the French Quarter business owner suing Mayor Cantrell over the order. In that brief, Murrill accuses the mayor of abusing the emergency powers granted to her by state law.
Until word comes down from the mountain top, the sanitation saga rolls on.
