Arthur's center over land, most of its rain over Gulf

The center of Tropical Storm Arthur is over southeastern Texas, but the bulk of its rain is far to the east, over the Gulf off of Louisiana.



"The center of Arthur appears to have moved inland over Matagorda County, Texas, early this afternoon based on visible satellite images and surface observations," said National Hurricane Center senior hurricane specialist Brad Reinhardt.

"A large area of deep convection persists over the northwestern Gulf of America, but strong westerly shear has displaced it even farther from the center." he said.

Arthur's top sustained winds are 45 miles per hour and it is moving north-northeast at seven miles per hour.

Between being over land and high wind shear, the hurricane center does not expect Arthur to last much longer, but the rain it is creating will still be a problem.

"Heavy rainfall and life-threatening flash flooding remain the primary hazard, and it is stressed that this threat extends well away from the center and will persist even after Arthur dissipates," said Reinhardt. "There is also an increased tornado threat for portions of the southeastern U.S. through Thursday."
