Border agent arrested for allegedly asking four women to show him their breasts

An agent with the U.S. Border Patrol in New York has been accused of ordering women to show him their breasts and claiming that it was part of his official duties, authorities shared.

According to a press release from the U.S. Attorney’s Office for the Northern District of New York, the agent, Shane Millan, 53, was charged for “willfully [depriving] four different victims of their constitutional right to be free from unreasonable searches.”

Millan was arrested last Thursday for allegedly telling three women to expose their bare chests to him over a web camera while he was processing their applications to enter the United States.

A fourth woman alleged that he ordered her to show him her breasts but with her bra still on, prosecutors shared.

The incidents that led to Millan’s arrest took place in August 2023, when the border agent told the women the search was official, prosecutors shared.

“The information further alleges that Millan told the women that these were legitimate searches incident to admission into the United States, though Millan’s demands to see the victims’ breasts were for his own gratification,” the press release notes.

Millan was arraigned on Thursday before a federal magistrate judge in Syracuse and released pending a trial.
