Plaquemines Parish president ousted; council members reach runoff

Plaquemines Parish will have a new president come January.

Incumbent Kirk Lepine will not serve a second term, as he finished in third place in Tuesday's primary. Fellow Republicans Keith Hinkley and Benny Rousselle gained 28 percent and 26 percent of the vote, respectively, to reach the runoff. Lepine and Democratic candidate Burghart Turner each picked up 23 percent.

Hinkley is an Army veteran who owns a roofing company. He previously served two terms on the Plaquemines Parish Council, representing District 2 from 2007 through 2014.

Rousselle is a former parish councilman, parish president, and state representative. He intially served on the parish council from 1987 until 1994. In 1996, he was elected to the state legislature, representing House District 105. Rousselle then left the legislature to serve two terms as parish president from 1999 though 2007. Rousselle returned to the parish council in 2015 as the District 5 representative.

The general election is scheduled for December 10. The winner of the runoff will succeed Lepine on January 1.
