
LOS ANGELES (KNX) – On Wednesday, the Los Angeles City Council will consider a motion that would require air conditioners in units in all rental units.
The motion advises “the Los Angeles Housing Department and City Attorney to report back on options to amend the current code to require sufficient cooling apparatuses in residential rental units in Los Angeles and potential funding sources.”
It also calls on the Department of Water and Report to find resources and programs to help those who live in low-income households with their energy bills during “extreme weather events.”
The motion cited a report that found that there were more emergency room visits during heat waves in Northeast San Fernando Valley, South L.A., and the Harbor than the rest of Los Angeles.
An apartment association official told city council committee members that some landlords may be forced to sell their units because of the cost of air conditioning installation.
“We urge the committee to instead look at expanding existing initiatives such as expanding access to cooling centers with free transit for renters as well as requiring this and ground up new construction bills as an alternative,” he said.
The motion was presented in September by then-city council president Nury Martinez. She resigned a month later after a recording of comments made by her and other city council members making racist remarks was leaked.
