PHILADELPHIA (KYW Newsradio) — The driver suspected in a deadly June 6 hit-and-run surrendered to authorities on Thursday. Samuel Starks, 32, of Philadelphia is charged with involuntary manslaughter, reckless driving, obstruction of justice, and a half-dozen related offenses.
The incident occurred early in the morning on June 6 in Kensington. Lauren Panas, 35, was crossing Kensington Avenue near East Lehigh Avenue, in the middle of the block, when a passing SUV struck her, according to police reports. The driver did not stop immediately and fled the scene.
Emergency responders pronounced Panas dead at the scene.
Investigators found evidence leading them to identify and locate the car and the driver.
