The crash happened on Sept. 22 just after 8:30 p.m. between Middlebelt and Goddard Roads in Romulus.

Howard, who was stuck inside her vehicle, was pronounced dead at the scene. Her passenger was taken to the hospital with injuries.

Police said Merritt turned himself in two days before Christmas.

Merritt has also been charged with driving while intoxicated and reckless driving causing death. He was released on bond with a GPS and alcohol tether.

He is expected to appear in court again on Mar. 9.
