The Harlem man, Anthony James, was allegedly behaving abnormally and lying on the road around West 151st St. and Frederick Douglass Boulevard when cops encountered him.

When officers tried to approach James, he allegedly ran away and climbed on top of a moving vehicle, riding for about two blocks before getting off.

Officers arrested James after he got off of the car and requested medical attention for him, according to officials.

Once in custody, James began to lose consciousness at which point officers attempted to revive him with CPR until EMS arrived. EMS workers continued to try to revive him, including using Naloxone which is used to reverse an overdose from opioids, including heroin, fentanyl, and prescription opioid medications, authorities said.

James was taken to NYC Health & Hospitals/Harlem where he was later pronounced dead.

The NYPD's Force Investigation Division is investigating the incident.
