With the signing, the Bears have now locked in their entire five-man draft class. That's welcome news a year after the the Bears had a contract dispute with then-rookie linebacker Roquan Smith, who didn't sign until mid-August.
The 5-foot-9 Shelley was a second-team All-Big 12 member as voted on by league coaches in 2018 despite missing five games with a right leg injury. He had eight interceptions over 37 career starts.
The Bears are set to open training camp at Olivet Nazarene in Bourbonnais in late July.
