General Manager Kevin Colbert said during a NFL Owners Meeting that the team would "try to move Morgan in a trade, and if not, we will probably part ways."
Burnett joined the Steelers as an unrestricted free agent from the Green Bay Packers last year, signing a three-year contract.
During the 2018 season, he played 11 games with the Steelers, with 30 tackles, and six passes defensed.
In the off-season, the Steelers have added three free agents, linebacker Mark Barron, receiver Donte Moncrief, and cornerback Steven Nelson.
