Police said the victim was riding a scooter southbound outside a marked crosswalk when he was struck by a 2016 Hyundai Accent driven by a 28- year-old Laguna Beach resident, who was traveling eastbound on Seventh Street.
The driver remained at the scene and cooperated with police.
"At this time, speed, distracted and impaired driving do not appear to be factors in the collision," the department said.
