Waterbury man surrenders after day-long barricade

A daylong negotiation led to the arrest of a Waterbury domestic violence suspect who barricaded himself in a home on Tuesday.

Waterbury police say a woman contacted them with a domestic assault complaint at about 1 am. She told them she had a verbal altercation with Devin Ramsubhag, 38, before he rammed her car with his own. No injuries were reported.

Ramsubhag then barricaded himself at his home on Buckland Dr. Waterbury police negotiators worked all day to get him to surrender. He gave himself up without incident at mid-afternoon.

Ramsubhag faces a long list of charges including reckless driving, breach of peace, criminal mischief and illegal gun possession. Police recovered an AR-15 rifle and ammunition, which he is prohibited from possessing as a convicted felon. They say he’s hospitalized for “further evaluation.”

During the incident, the nearby Bucks Hill School and Bucks Hill annex were under a shelter-in-place, which was cleared after the suspect’s arrest.

The woman’s initial report was made at the Waterbury police command post at Willow St. and Hillside Ave. It’s part of a stepped-up police effort in the crime-plagued neighborhood.

According to state records, Ramsubhag has been in and out of prison, with convictions including larceny, OUI, reckless endangerment and illegal gun possession.
