Arrest made on live TV in the Midlands under scrutiny

A weekend arrest in the Midlands is under review after it gained national attention.

The Richland County Sheriff's Department says their Professional Standards Divsion is reviewing an arrest that was nationally televised on the show "On Patrol Live" on the Reelz Network.

The controversy comes after 31 year old Maxie Outen was arrested Saturday for drug possession, resisting arrest, a weapons violation and multiple other charges. A Deputy stopped Outen's vehicle on Hard Scrabble Road in Columbia.

A deputy reported seeing a bag of what was later identified as psychedelic mushrooms in plain sight inside the vehicle. TV footage showed Outen refusing to get out of the vehicle when deputies asked. He was then removed from the vehicle and kicked one of the deputies multiple times, resulting in Outen being tased.

The taser was ineffective and deputies then began punching and elbowing Outen to subdue him. He claimed he could not breathe and deputies got off of him shortly after he was handcuffed.

A search of the vehicle uncovered a gun in the door panel on the drivers side. Footage of the incident circulated across the nation on social media with much of the commentary being negative regarding the use of force.
