Was the Chinese balloon flying over the Carolinas to gather intel on nuclear plants?

By now, everyone knows the Chinese surveillance balloon was spotted over the Upstate this weekend. We also all know the balloon was shot down just off the coast of South Carolina on Saturday afternoon. The Washington Examiner said of the balloon on Friday "It could be a dry run for an EMP attack". Knowing that the Carolinas are home to multiple nuclear plants and reactors, it crossed my mind that the apparatus was possibly flown over the Carolinas to gather up close intel on those sites.
