Do judges share some blame when repeat offenders commit crimes?

We reported about the unfortunate news of the death kidnapping and killing of 24 year old Tayler Maraj over the weekend. She was kidnapped in Mauldin and was fatally shot on I-85 in Anderson County. Police say, the suspect 38 year old, Nathan Cureton then turned the gun on himself and died from a self inflicted gunshot wound. It turns out that Cureton had been arrested on warrants for kidnapping and aggravated domestic violence, in Greenville back in February.
