Has the EPA failed the people of Jackson, Mississippi?

Flooding in Mississippi's Capital City of Jackson has caused a water crisis there. The flood waters have overwhelmed the city's water system and left Jackson's some 150,000 residents without fresh water. Jackson has had long standing issues with the infrastructure of its municipal water system and with finding qualified operators. The EPA has known about the issues in Jackson for some time, but there has been no action prior to the crisis by the federal government to help the city improve it's situation. EPA Admin Michael Regan visited Jackson last year in one of his first stops on the "Journey For Justic" tour. Regan visited an elementary school there that was mostly empty after being forced to relocate students due to water system problems. Despite Regan's visit no real action was taken by the EPA to help Jackson. Now in the middle of the crisis, both the EPA and The City Of Jackson are blaming each other. The EPA says, no visible effort was made by Jackson to hire new staff for their water system. Jackson Mayor Chokwe Lumumba refuted that claim and said city leadership followed EPA advice. He says, Jackson has long needed major federal funding to fix their water system. Today's question has the EPA failed the people of Jackson?
