Should police continue to carry Narcan?

Narcan is a drug used to treat drug overdoses. Many police departments nationwide carry Narcan and administer it to people who overdose. There's an opinion out there that one of the reasons the nation sees so many overdoses is that users know they will be administered Narcan and thus are far less likely to die from the overdose. Law enforcement agencies spend millions of tax payer dollars nationwide on Narcan. So the question today is, should police continue to carry Narcan?
