The Nellie Bly Scholarship would be funded by $200 million of American Rescue Plan and Race Horse Development Trust funds. The money would go to students at a Pennsylvania Community College or at a school in the PA system of higher education.

“This is a huge investment in our students, but it’s more than that. It’s really an investment in the future of Pennsylvania. We make college more affordable, we’re going to help Pennsylvania,” the Governor said.

“We have to make sure that we address the barriers that still stand in the way of Pennsylvanians getting the skills, getting to train and getting the education they need. One of the biggest is the lack of college affordability.”

He emphasized the need to reduce the cost of college, citing $71.5 billion in student debt among Pennsylvanians. According to Governor Wolf, reducing the cost of college will also boost the work force.
