Police say 34-year-old William Kemp III intended to deliver them to inmates.

Surveillance footage also allegedly showed he left 23 pages of paper soaked in synthetic cannabinoids in an employee bathroom.
He was arrested this morning and is facing charges of two counts of contraband, possession and possession with intent to deliver.
He was arraigned Thursday morning and is being held on $10,000 cash bail.
