One of the owners of the Mon View Heights Housing complex has surrendered to West Mifflin authorities.
45-year-old Jonathan Liani is charged with a number of crimes including theft by unlawful taking and criminal conspiracy.
He and the other owners are accused of mismanaging funds for the complex.
Liani owns one third of the complex.
He's free after posting half a million dollars bond.
