Pittsburgh expands inclusionary zoning laws to Polish Hill and Bloomfield

City leaders celebrated new inclusionary zoning laws in two Pittsburgh neighborhoods today.

Inclusionary zoning laws started in 2019 in Lawrenceville, now they're in growing neighborhoods Polish Hill and Bloomfield. Councilwoman Deb Gross said people in these neighborhoods have been asking for this for a long time.


"They all said, 'We need affordable housing. We're losing our friends, our neighbors and our families. We need affordable apartments and we need affordable houses to buy.'"

These laws required housing developments with 20 or more units make 10% of them affordable housing.

"Other neighborhoods are writing to us, are showing, are calling us and coming to chambers and saying, 'We need this too,'" Gross said.

Rented units will need to be affordable to people making 50% of the area's median income. Sold units must be affordable to those making 80% of the median income.
