The Pittsburgh Public Schools voted to adopt the plan that will close nine schools. The vote was six to two with one abstaining.
Some parents doubted that the move would save much money.
City Controller Rachael Heisler issued a statement saying the plan will not address the district's long-term financial challenges in a meaningful way.
She says adopting the Future Ready Plan means the district's fund balance will go negative one year later than it would have done so without it.
The Seven schools scheduled to close include Baxter, Friendship, Fulton, McKelvy, Schiller, Woolslair and Manchester.
They will close after the 2026-27 school year.
Spring Hill and Morrow will remain open until 2029 while renovations are completed at Northview PreK-5.
Superintendent Dr. Wayne Walters says schools will continue operating as normal through the current and upcoming school year as the district prepares for the transition.
