UPDATE 10:08 A.M.: The Port Authority is making adjustments after downed power lines trapped a significant number of the T cars in the South Hills.
Spokesperson Adam Brandolph says normally during rush-hour service, they would have between 40-and-50 cars out in the system, but right now they only have three light rail cars running.
"We have one operating on the Silver line and that is running between Library and downtown. We have two running on the Blue line between South Hills Village and downtown."
All rail cars will be using the Blue Line headed inbound from Willow/Overbrook and outbound from South Hills junction until further notice.
A bus shuttle is serving high-platform stops along the Red Line. Some busses have also been forced to skip stops this morning because of the road conditions.
UPDATE 9:54 A.M.:
Winter Storm Landon is in full effect in the Pittsburgh area and travel restrictions are beginning to pile on.
Pittsburgh Port Authority is now experiencing rail car delays at its South Hill station due to a downed power line.
The power line that went down was near its rail center, trapping all but one of its cars and rendering them "unusable." Significant delays are expected for any traveler using the South Hills rail station.
That one rail car that wasn't at the station at the time of the downed power line will be used to serve the Silver Line from Library to downtown, and then back again.
Per the Port Authority, a shuttle will operate between South Hills Village and downtown Pittsburgh and will serve high-level stops.
Delays are taking place in some parts, more so in parts of Penn Hills and the Polish Hill neighborhoods.
