Washington County Clerk of Courts stole almost $100,000 from taxpayers, sentenced

The former clerk of courts for Washington County was sentenced Thursday after pleading guilty to stealing over $96,000 of taxpayer money.

State Attorney General Josh Shapiro said Frank Scandale was sentenced to 24 months of home electronic monitoring and seven years of probation. He will also have to pay more than $100,000.


"Mr. Scandale broke the law and the oath he took on behalf of the people of Washington County when he stole nearly $100,000 from the public," Shapiro said. "As a public official, Mr. Scandale had a duty to serve with integrity, and instead he admitted in court to violating the public's trust. My office will continue to root out public corruption without fear or favor so we can have faith in the people who serve us."

According to Shapiro, Scandale would accept cash payments from people, give them a receipt and then void either a portion or all of the deposits.

In total, an audit revealed 24 deposits that were missing in the county's bank account totaling $96,716. The money was instead used by Scandale.

He plead guilty to Theft by Failure to Make Required Disposition of Funds Received, Theft by Unlawful Taking, and Misapplication of Entrusted Property and Property of Government or Financial Institutions.
