Officer Mike Lassig said that Tibbs was at the wheel of a 2023 Chevy Volt going southbound on Winchester at an undetermined speed when her car "made an unsafe turning movement to the left, causing the Chevy to travel into opposing traffic lanes."
"The vehicle traveled across the northbound lanes and onto the shoulder, (where) it collided with a tree and light pole, rolling over and coming to rest on its wheels on the northbound right shoulder," Lassig said.
No other vehicles were involved.
Riverside County Fire Department paramedics reached the location minutes later and pronounced Tibbs dead at the scene.
The investigation is ongoing, and anyone with information was asked to contact the CHP Temecula office at 951-466-4300.
