Jose Marta Serrano of Palm Springs was booked into Benoit Detention Center in Indio Thursday on suspicion of conspiracy to commit a crime, grand theft and a revocation hearing, according to the Palm Springs Police Department.
He is being held without bail.
On Oct. 17, about 10:30 a.m., the pair were captured on video allegedly picking up the two dogs that had "wandered away from their home after a door was left open in the 700 block of San Lorenzo Road," police said. He was accompanied by a woman described as a white woman with brown hair, brown boots, wearing a leopard-print dress and carried a black purse. The two were seen leaving the area quickly, the department stated.
The Yorkshire Terriers -- Maggie and Winnie -- are microchipped and valued at around $2,500 each.
Authorities identified the pair as Serrano and Cassaundra Evers, 44, of Cathedral City.
The agency stated Maggie was safely returned on Saturday, and that Serrano was arrested Thursday.
Police continue to search for Evers and Winnie, who was described as a three-year-old dog with light brown, almost blonde fur.
Anyone with additional information on Evers' whereabouts or sightings of Winnie was asked to contact Detective Brook Edney at Brooklyn.Edney@palmspringsca.gov.
