Police interaction protocols are missing in law enforcement training

Perhaps at no time in our nation's history has there been a more urgent need to repair and strengthen the frayed relationship between police officers and their communities.

Blamed for use of unnecessary force resulting in the deaths of unarmed suspects, many police departments have been forced to undergo extensive remedial programs and major defunding.

But, the corrective measures mandated by city officials have not raised the quality of policing thus far.  Why is that the case?
