
Wichita City Council on Tuesday accepted Phil Ruffin’s offer to buy a site north of Kellogg and west of Webb for $8.7 million. Ruffin says he will use it for retail, restaurant and entertainment complex. The site is near Kellogg and the Kansas Turnpike/K-96. This site was the old location of Kmart and Michaels. Wichita bought the land over 10 years ago as it needed the property for road work in the area. Ruffin grew up in Wichita. He owns two Las Vegas casinos, and a multi-billion dollar business in land, oil, convenience stores and manufacturing. Ruffin already owns property in the area including the Marriott and the old Pizza Hut headquarters at 9111 East Douglas where KNSS Radio has studios.
