Gov. Abbott orders state agencies to investigate potential fraud in subsidized child care programs

Gov. Greg Abbott has directed Texas state agencies to investigate potential fraud in the state’s subsidized child care programs and strengthen safeguards against misuse of public funds.

In a letter released Tuesday, Abbott said recent reports from the Trump administration and independent journalists alleging “systematic fraud” in child care systems in other states prompted the action.

“Such fraud will never be tolerated in Texas,” Abbott said. “Today, I directed Texas state agencies to take proactive steps to prevent, detect, and eliminate misuse of taxpayer funds to protect the integrity of Texas’ Child Care Services Program.”

Under Abbott’s directive, the Texas Workforce Commission (TWC) — working with the Health and Human Services Commission (HHSC)— will expand anti-fraud measures and launch investigations into any potential misdirection of state child care dollars.

The TWC has broad authority under Chapter 301 of the Texas Labor Code to enhance fraud detection and prevention efforts within the Child Care Service Program. HHSC has authority under Chapter 42 of the Texas Human Resources Code to regulate childcare facilities to protect children’s health safety and welfare and inspect facilities for compliance.

State officials did not immediately release details on the scope of the investigations or when new measures will take effect.
