Carroll ISD weighing consolidation plan as it looks to cut costs tied to falling enrollment

Another North Texas school district is considering a consolidation plan aimed at cutting costs amid declining enrollment.

The Carroll Independent School District board in Southlake on Monday heard a proposal to close Durham Intermediate School and ensure students are educated across two middle school campuses instead of three beginning in the 2027-28 school year, according to the district.

The recommendation was presented by the district’s Budget Reduction Advisory Committee, formed in 2024 and made up of parents, teachers, principals and administrators.

District officials say Carroll ISD has lost about 855 students in recent years, resulting in nearly $8 million in lost state funding and more than 100 empty classrooms.

Under the proposal, all fifth-grade students and teachers would move to existing elementary schools, while sixth through eighth graders would be consolidated onto two expanded middle school campuses. The high school and senior high campus structure would remain unchanged.

The district says the plan would allow for more efficient use of facilities while improving the student experience. Officials note the delayed start would provide time to plan for staffing, attendance boundaries, transportation and student transitions.

The school board is expected to revisit the proposal in the new year for possible action.
