Dallas City Council advances search for new City Hall locations

Dallas city leaders took a significant step Wednesday toward possibly relocating City Hall operations as the council approved up to $3 million for due diligence on potential new sites.

The Dallas City Council voted 9-5 during a special-called meeting to authorize City Manager Kimberly Bizor Tolbert to negotiate pre-acquisition agreements with property owners and evaluate up to four sites for City Hall staff functions. A separate $1 million allocation supports similar studies for the 911 call center and emergency operations. Council Member Adam Bazaldua was absent, with Laura Cadena, Paula Blackmon, Bill Roth, Cara Mendelsohn, and Paul E. Ridley voting against the measures.

This follows last week's 9-6 vote to pause the billion-dollar renovation and repair process for the current City Hall building at 1500 Marilla St. and explore leasing options instead. The iconic I.M. Pei-designed structure, completed in 1978, has faced ongoing maintenance challenges and high costs that prompted the shift in focus.

The approved funds will allow for building inspections, maintenance record reviews, and other assessments on candidate properties in the downtown area. No final decision on relocation has been made, and any purchase would require additional council approval.

The move comes amid broader discussions about downtown vibrancy and efficient use of city resources. Supporters argue new facilities could better serve modern operations, while critics highlight the building's historical significance and potential for preservation.

City officials emphasize the process remains exploratory, with community input expected as details emerge. The convention center and other downtown developments could also influence long-term planning.

The decision reflects ongoing efforts to balance fiscal responsibility with the needs of city services that impact daily life for Dallas residents.
