Whitney Brewster is leaving her position as the department faces criticism over its procedures for issuing temporary paper tags for vehicles.

A recent investigation by our media partners at NBC 5 found that criminals were accessing the DMV's computer system to obtain licenses normally reserved for automobile dealers. They were then able to sell those paper tags. One estimate put the number of phony tags on the road at more than 1.2 million.

"Unfortunately, challenges and difficulties still face the state and our organization. I understand the frustrations of our stakeholders to the problems and evolving situations we are working daily to resolve," Brewster wrote in her resignation letter. "Often the hardest thing to do as a public servant leader is to step back and accept that you have done everything you can, and that it might be time to allow new leadership to take the reins and continue moving the agency successfully into the future."

Deputy Executive Director Shelly Mellott will serve as the department's Acting Interim Executive Director while the TxDMV Board searches for a replacement.
