TCEQ issued the operations notice Wednesday afternoon.

"ERCOT anticipates tight grid conditions late this evening through Friday, February 25, 2022," the notice reads.

The notice says TCEQ agreed to "exercise its enforcement discretion" on air permit regulations starting at midnight Thursday morning. "Enforcement discretion" applies to emissions limits and operational permit limits.

Wednesday night, ERCOT said it did not anticipate a need for a conservation notice. At 8 a.m. Thursday, ERCOT said demand was 60,811 megawatts; capacity was 66,061 MW.

ERCOT also reported an additional 2,300 MW available in "quick start capacity," which can come online with ten minutes' notice.

"For instance, reserves may be needed in an unexpected generation outage," ERCOT wrote on its website.
