Most states have some form of legal marijuana, and now congress has taken a small step in that direction.
The House of Representatives have voted in favor of a bill to decriminalize the drug. Marijuana is not legal in Texas.
CBD is and a low THC medicine is available to some people with serious medical conditions, including intractable epilepsy and terminal cancer.
North Texas legalization advocate Amanda Hughes if the voters had their say, Texas would legalize the drug.
"100 percent. Every single survey comes to between 60 and 80 percent in favor, depending on if you're asking for medical access or full legalization. Every single survey that I've seen that legislators put out says yes. And that is how a lot of states. That is how a lot of states have passed. They have ballot initiatives and we do not."
Hughes says 18 marijuana related bills have been pre filed for the upcoming Texas legislative session.
"Having that budget shortfall is a sounding board to talk about new cannabis legislation in a way that it can impact the economy. I think it's going to have a huge influence."
She hopes this session will bring at least penalty reduction and possibly decriminalization.
