DALLAS — One month after Dallas Water Utilities (DWU) officially rolled out its major billing software overhaul and upgraded the DallasGo online payment platform, city residents are feeling the ripple effects.
While the city promised a seamless, modernized user dashboard featuring real-time account balances and enhanced water usage tracking tools, the transition has instead triggered a wave of frustration, customer service backlogs, and unexpected pocketbook hits for Dallas residents.
The AutoPay Wipeout and Missing Activation Codes
The core of the issue affecting thousands of households stems from a total reset of the utility's automated payment systems. To migrate to the new platform, DWU deactivated all existing AutoPay profiles.
To get back on automatic billing, residents were instructed to wait for a welcome letter or email containing a unique activation code to register their upgraded DallasGo account. However, four weeks into the launch, many residents report they still haven't received their codes, leaving them stuck in administrative limbo.
"We understand many residents are experiencing difficulties with account setup, including delayed activation codes and confusion regarding payment methods," Mayor Pro Tem Gay Donnell Willis acknowledged in a statement addressing the rocky rollout.
Because of the widespread technical friction, city leaders have extended customer service hours at the DWU helpline (214-651-1441), keeping lines open from 8 a.m. to 7 p.m. to try and manually walk confused residents through the registration process.
The Pocketbook Punch: The New 3.15% Fee
Perhaps the loudest complaint from citizens involves a new transactional charge. Under the upgraded system, a 3.15% convenience fee is now applied to:
- All one-time credit or debit card payments made online.
- Payments processed via the automated phone system.
- Continuous AutoPay plans linked to a traditional credit or debit card.
For families already dealing with high summer water bills due to North Texas heat, adding a 3.15% premium just to pay the bill has sparked community backlash. DWU maintains that the fee goes directly to third-party payment processors and mirrors standard utility practices nationwide, but it has left many scrambling to find fee-free alternatives.
How to Avoid the Fee and Protect Your Account
With confusion still high, DWU officials are highlighting several guardrails and zero-fee alternatives designed to protect citizens while they navigate the system:
- No Disconnections (For Now): In a crucial piece of relief for worried residents, DWU confirmed it will not assess late fees or initiate any water service disconnections related to account setup delays during this initial system transition phase.
- The "eCheck" Loophole: The easiest way to keep using AutoPay online without paying the 3.15% convenience fee is to link your profile directly to a bank account using eCheck (routing and account numbers). AutoPay via eCheck remains 100% free.
- Traditional No-Fee Methods: Residents who prefer to completely bypass the online portal can pay with no added fees via mail (check or money order), by visiting authorized third-party payment stations around the city, or by dropping off a payment at the secure drop box located outside Dallas City Hall between Young and Canton streets.
As Dallas Water Utilities continues to process the backlog of accounts, officials are urging any residents who are still missing an activation code or facing profile issues to email DallasGo@dallas.gov with their service address and contact information to secure their accounts.
