Sanitary sewer line installation delayed project at old Valley View Mall site, developer says

Beck Ventures CEO says the city of Dallas was "unwilling" to install the lines

As the city of Dallas zeroes in on a plan for the site of the old Valley View Mall, one of the developers involved in the plan says getting to this point has been a struggle.

The new $4 billion redevelopment plan, which has been relabeled the "International District," will be located north of Interstate 635, in between the Dallas North Tollway and Preston Road.

It will be comprised of a mixed-use, walkable neighborhood with a 20-acre park, 10,000 new homes, restaurants, and arts and entertainment venues.

Scott Beck, CEO of Beck Ventures, said this plan has been in place for years, yet the city has been unwilling to do its part.

"It has been vacant for a long time and it's been quite the struggle because the city of Dallas was unwilling to put in a new sanitary sewer line to really let the entire district blossom," he said.

He said he and other developers built the sewer line themselves.

"Ultimately, what is a city easement, so instead of taking them a number of years to do, it could've taken less than six months for them to put it in themselves," Beck said.

Beck said the sewer line will be ready in a couple weeks and then the real building can begin. He said he expected the first residential units to be up this summer.
