Three Dallas City Council members filed a lawsuit Monday seeking to stop a special meeting Wednesday that could advance plans to relocate city operations from the iconic downtown City Hall building.
Council members Adam Bazaldua, Paula Blackmon and Cara Mendelsohn sued the city of Dallas, City Manager Kimberly Bizor Tolbert and City Secretary Bilierae Johnson in Dallas County District Court. They argue the special-called meeting was rushed without proper public notice, adequate financial details or full council review, violating the Texas Open Meetings Act, city charter and transparency requirements.
The Wednesday agenda includes items that could authorize staff to begin relocation planning for city government and emergency operations, pursue redevelopment of the current City Hall site at 1500 Marilla Street, and start phased repairs on the I.M. Pei-designed landmark. The city faces potential costs of hundreds of millions of dollars to maintain or renovate the aging structure, with ongoing debates about whether to stay or move.
The lawsuit claims the agenda language is too vague and lacks critical information, such as specific relocation sites, cost estimates and a required five-year financial forecast. Plaintiffs say proceeding without this information risks irreversible damage to a civic landmark and bypasses proper process for such a major decision affecting city services and taxpayers.
A city spokesman declined comment on the pending litigation Monday. It remains unclear if a judge will rule on the request for a temporary restraining order before the scheduled meeting.
The dispute highlights long-standing tensions over the future of Dallas City Hall, a distinctive architectural feature in downtown that has served as the seat of city government for decades. Community groups have also raised concerns about preservation and maintenance in recent months.
