
Authorities are offering a $25,000 reward for information that leads to the arrest and conviction of a woman accused of murdering her six-year-old son in Tarrant County.
Cindy Singh faces a murder charge in connection to the death of Noel Rodriguez-Alvarez, who went missing in October 2022 and is now presumed dead.
In March, Child Protective Services notified Everman Police that they had not heard from 6-year-old Noel Rodriguez-Alvarez since the previous November. Noel had lived in squalid conditions with his mother, stepfather, and six siblings in a substandard building behind a home.
Everman Police Chief Craig Spencer said Noel's mother and stepfather, Cindy Rodriguez-Singh and Arshdeep Singh, were abusive towards the boy, who had a disability.
Family members gave police alibi after alibi about Noel's whereabouts, all of which were disproven. Among them, Noel was living with his biological father in Mexico. Another disproven alibi: Cindy had sold Noel to a woman outside a Fiesta Market.
Police issued an Amber Alert on March 25 and later an Endangered Missing Person Alert. Spencer said they quickly recovered a critical piece of evidence.
It turned out that Noel's mother and stepfather took a one-way flight to India via Istanbul, Turkey, with their other six children. Days later, Spencer said the alerts were called off, and investigators faced a grim reality.
The frantic search, though, continued, with groups like Texas EquuSearch and Texas Search and Rescue joining in.
So how did the parents afford the one-way flight halfway around the world to India when all they could afford was a substandard backyard outbuilding to live in? Spencer said Arshdeep stole the money from his employer and falsified records in the process.
Along with child endangerment, Arshdeep Singh was charged with felony theft; and in October, a Tarrant County grand jury indicted Cindy Singh for capital murder. They're still believed to be on the lam in India, and Spencer said they're still working to find them and bring them back to Tarrant County to face justice.
In November of 2023, the city opened an all-inclusive playground in Noel's memory. Naming it after him was never in doubt, but Mayor Ray Richardson noted that some people had a problem with the name "Noel Rodriguez-Alvarez" attached to the park -- specifically, the middle name.
Thus, kids of all abilities can now enjoy themselves at the Noel Angel Alvarez Playground at Clyde Pittman Park.
