The University Interscholastic League is banning foreign exchange students from competing in varsity-level sports at Texas high schools beginning with the 2026–27 school year.
The decision was approved during the UIL’s annual legislative council meeting this week, following discussions about maintaining fairness and competitive balance for local student-athletes.
Under current rules, foreign exchange students can compete at the varsity level if they meet certain eligibility requirements.
The UIL says the change will align Texas with similar policies in other states, though some districts have expressed concern it could discourage international exchange programs.
The new rule will take effect statewide unless the Texas Education Agency or state lawmakers intervene before the 2026 implementation date.
