A new rule now allows Chicago police officers to impound buses carrying migrants from Texas if they didn't first get a permit from the city. It's a response to Governor Abbott's efforts to bus migrants out of Texas.
Texas has been busing migrants who cross into the state from Mexico to other cities around the country for more than a year.
The Mayor of Chicago has criticized the busing program and says his city doesn't have the resources to meet the needs of the migrants arriving there.
Chicago passed new regulations to crack down on the bus operators that bring the migrants to Chicago, so Texas has started sending them on planes.
The first flight with 120 migrants arrived in Chicago on Tuesday.
