A secretive international gambler known as “The Joker” now says he helped fund a strategy that guaranteed a Texas Lottery jackpot in 2023, raising new questions about oversight and fairness in the state’s lottery system.

According to a Houston Chronicle investigation, the operation centered on a Lotto Texas drawing in which a group purchased nearly every possible number combination - a tactic that effectively ensured a winning ticket. The coordinated effort resulted in a $57.8 million jackpot payout, with organizers reportedly netting about $20 million in profit after expenses.

The strategy required an enormous logistical push, including printing millions of tickets over a short period of time through a network of lottery retailers across Texas. Investigators reported that specialized equipment and extended printing capacity were used to process the unusually high volume of tickets ahead of the drawing.

The Texas Lottery Commission has faced scrutiny over its role, with questions about whether safeguards were sufficient to prevent a single group from effectively cornering the game. While buying large volumes of tickets is not illegal, critics argue the scale of this effort may have undermined the spirit of a system designed to rely on random chance.
