A Texas House committee has approved new maps for Texas State Senate districts during the special session on redistricting.

The new maps would change some big-city State Senate districts that have traditionally had a large number of minority voters.

Attorney Tim Dowling of Corpus Christi told lawmakers during a committee hearing that the districts don't represent the state's growing minority population.

"The voting power of minority Texans has decreased," Dowling said. "Although nearly all of Texas' increase in population in the last decade came from those communities. This is a consistent and coordinated attack on the voting rights of minority Texans."

The state senator responsible for the new maps says they were drawn blind to race and comply with the federal voting rights act. They still need approval from the full Texas House before going to the Governor for his signature.
