Love Him or List Him - He Hasn't Said 'I Love You'

How long is too long to wait to say 'I love you'? Jenny has been with her boyfriend for almost a year now and he has never said 'I love you.' She's said it plenty of times but he says he is "not ready." Should she be worried he hasn't it yet? Should she love him or list him?
